A privacy policy explains every category of personal data you handle. A cookie policy is the deep-dive on one slice of that — what is stored on the visitor's device, by whom, for how long. EU regulators recommend (and Italy/Germany now require) a separate, linked cookie policy that the consent banner can point to.
